Dr. Scott L. Hopes, Chairman & Chief Executive Officer

Dr. Hopes is a CliniLinc co-founder and co-founder of Healthcare Management Decisions, Inc. in 1989 with Phil Agnes. Dr. Hopes has served over 35 years as a healthcare executive and has been a consultant to major health care corporations, hospitals, governments, pharmaceutical companies, and providers in the areas of health policy and planning, healthcare finance, health facilities and systems management, risk management, infectious and chronic disease epidemiology, disease management, and public health. Dr. Hopes has been a consultant to state and local governments on patient safety, electronic health information, Medicaid, Medicare, health care insurance, finance, policy and access issues. Dr. Hopes has a Master of Public Health degree in epidemiology and biostatistic from the University of South Florida, College of Public Health and a Doctorate in Business Administration from the University of South Florida, College of Business.

Dr. Jay Wolfson, Associate General Counsel & Chief Compliance Officer

Dr. Wolfson is the Distinguished Service Professor of Public Health and Medicine, Associate Vice President for Health Law, Policy and Safety, and Director of the federally designated, Suncoast Center for Patient Safety at the University of South Florida in Tampa. He also is a Professor of Health Law at Stetson University College of Law, and Professor of Medicine at Florida State University. Dr. Wolfson is a Senior Fellow to Atlas Research, in Washington, DC. Wolfson co-directs a multi-county, public-private partnership that enables clinicians to implement electronic health information systems, starting with e-prescribing and he serves on the executive management team for the design and implementation of Florida's regional health information organization (RHIO). He is leading a statewide, multi-entity public-private responsive partnership of a federal HIT EMR initiative. Dr. Wolfson was designated as a member of the Medicare Competitive Pricing Review Committee, served as Associate Director of the National Patient Safety Center of Inquiry, Veterans Health Administration, VISN 8, and was trustee, vice chair of the board, and chair of finance of Tampa General Hospital for 12 years. Dr. Wolfson has a private health law practice. Dr. Wolfson conducts research and writes about health care law, ethics, policy, safety and finance and regularly provides research-based policy analyses to legislative, judicial and executive branches of state and federal governments. Dr. Wolfson directs a nationally recognized, federally funded program that provides care and services for women, children and families infected with or affected by HIV/AIDS, as well as one of 18 nationally designated, federally-funded centers for patient safety research. Dr. Wolfson is a national health policy consultant to ABC News and contributes regularly to television, radio and newsprint coverage of health care. He is a founding board member and past president of HealthNewsFlorida.org, a daily, electronic internet health news source. Dr. Wolfson holds a doctorate in public health from the University of Texas, a law degree from Stetson University College of Law, a masters degree in public health from Indiana University, a masters degree in history from New York University, and an undergraduate degree in history from the University of Illinois. He has been named a Faculty Scholar to the U.S. Centers for Disease Control and Prevention, a Senior Fulbright Scholar at the University of Tokyo Medical School, and a W. K. Kellogg Fellow in Health Care Finance.

Philip M. Agnes, Executive Vice President & General Counsel

Mr. Agnes is a CliniLinc co-founder and co-founded Healthcare Management Decisions, Inc in 1989 with Scott Hopes. Mr. Agnes is an experienced attorney and has served over 20 years in healthcare consultation to major health care corporations. He also is an experienced investment attorney and litigator who has been a member of the Florida Bar since 1980 and a member of the Federal Court, Middle District of Florida from 2002 to 2009. Mr. Agnes has a Juris Doctorate and LLM from the University Of Miami School Of Law and a Masters of Public Health degree from the University of South Florida, College of Public Health.

Dr. Jesus Llanes, Chief Medical Officer

Dr. Llanes is a co-founder of CliniLinc. and MCCI Medical Group Medical Director, responsible for Hospital Utilization Management and Hospitalist and is the former Chief of Medicine for Palmetto General Hospital (Tenet Healthcare) in Miami, Florida. Dr. Llanes holds a Master Of Business Administration, specialization in health administration and policy from the University Of Miami School Of Business Administration, Doctor of Medicine and Surgery from New York Medical College, Bachelors Degree of Science Biology and a Associates Degree of Science Engineering from College of Staten Island, New York.

Wennie Chen, Director, Asia Pacific Rim

Ms. Chen provides strategic initiatives for CliniLinc in the area of market entry planning and implementation, exploring business partnerships, logistic management, E-commerce planning and implementation, networking with multiplier organization of major business sectors in Asia Pacific Rim. Ms. Chen holds B.S. Degree in Management Science from National Cheng-Kung University, Tainan, Taiwan and a M.S. Degree in Management Science from Massachusetts Institute of Technology (MIT), USA.
